Cllr Deryk Eke has been named the new leader of Saffron Walden Town Council, taking over the role from Cllr Paul Gadd.
Residents for Uttlesford (R4U) Cllr Gadd has stepped down after nine years at the helm, with Cllr Eke - who is currently mayor - picking up the reins.
Cllr Gadd said: "Even though sometimes tough going, personally it has been rewarding to lead the councillor team over the last nine years since residents first elected R4U to run Saffron Walden Town Council.
"When we inherited SWTC, it had failing finances, and our public buildings and facilities were literally crumbing.
"The officer team had little direction, no money, and no support to deliver long term plans. We fixed all that.
"Residents can now be proud of a council that invests in their community and puts their needs first.
"However, after nearly 10 years and having achieved all of the big things we set out to do, I’ve decided to step down as council leader.
"I’d like to thank all those what have supported councillors in that time, and look forward to supporting Deryk."
Cllr Eke said: "The position of council leader is important, and creating it was part of our programme of improving delivery.
"The Mayor is mainly ceremonial and only lasts for a year, making it difficult to deliver long term plans.
"Council leaders typically sit for a longer period to provide continuity, so that manifesto pledges can be delivered. I’d like to thank Paul on behalf of the town and residents."
Cllr Eke also emphasised improvements that have been made during Cllr Gadd's tenure, adding: "The council was put back on a sound financial footing.

"The public loos and pedestrian facilities were improved, and traffic speeds decreased in the town centre.
"And most recently the town council purchased the neglected vacant former NatWest building, which is now refurbished and through new flats and retail tenants, is returning an income to the council to support the delivery of services.
"Picking up from Paul, I look forward to continuing the great work for the town and its residents."
